Improve monitoring and reporting of Via3

Problem

I've had conversations with Dan and Jon about the need to improve reporting and monitoring across our apps, specifically via3. This ticket outlines some of the suggestions that have come up in conversations, so that we can start tracking the requests.

Requests made

• What percentage of via, via3 usage is pdf vs. html?
• What is the traffic/current load handled by via vs. via3
• Can we 403 reporting to our overall monitoring for via3?
• Create a list of the things we monitor, maybe version controlled in github
• Improve monitoring for NGINX right now (currently, we have no monitoring for NGINX)
