Count tags which are added to replies

On activity pages (for usernames or for groups), tags added to replies are not counted in the "Top tags" section.

I assume this is related to replies not showing up on activity pages, so I will link to this within our Epic (https://github.com/hypothesis/product-backlog/issues/689).
