YouTube transcripts - allow instructors to re-sync the transcript from YouTube

Problem you are trying to address with this feature

Currently we save the transcript from a YouTube video when it's first loaded in an assignment, and we don't check to see if that transcript has changed.

Video owners might update transcripts to be more accurate, comply with changing WCAG requirements, etc. Currently instructors using those videos can't benefit from the changes to the transcripts.
