LMS app - Links embedded in PDFs open in the tab instead of opening in a new window

In URLs used in the LMS app Via causes links to open in a new tab. The behavior is different with embedded links in PDFs.

Steps to reproduce

1. Open https://hypothesis.instructure.com/courses/265/assignments/4951
2. Launch the assignment
3. Click the link in the PDF

Expected behaviour

Like in URL assignments, I would expect the link to open in a new tab.

Actual behaviour

The link opens in the current tab. If I hit the browser back button I'm not able to re-launch the assignment.
