LMS app - link in an LMS app URL assignment, to the same URL the assignment is made from, is opening in the LMS app tab

Steps to reproduce

1. Assignment is in https://hypothesis.instructure.com/courses/265/assignments/2856 (made from https://www.theoi.com/Text/OvidMetamorphoses1.html)
2. In the contents ("METAMORPHOSES CONTENTS") on the right hand side are links to various books and chapters in the work
3. In the LMS app context the BOOK 1 link is: BOOK 1
4. Clicking this link in the LMS app context opens the link in the current tab, but without the LMS app embedded.

Expected behaviour

In the LMS app clicking a link should open the link in a new tab so the user isn't forced to leave the URL used in the assignment.

Actual behaviour

The link opens in the new tab, although the URL in the URL bar remains "https://lms.hypothes.is/app/basic-lti-launch" if the assignment is set to open in a new window.

If you click links to pages that are not the pages you're currently on the link behaves as expected, e.g. it opens in a new tab.
