Annotate on Canvas pages

Over the years, we've had user requests to be able to annotate directly on Canvas pages.

This can be done like any website if these URLs are made accessible to the public. It cannot be done if the page accessible behind Canvas log in.

Some professors author content, from syllabi to textbooks directly into Canvas pages.

This feature request has taken on new urgency as the conversion of PDFs to Canvas pages has become a way to address ongoing accessibility problems with PDFs.

Cidilabs has a product that Riverside CCD in California uses to do this and they have suggested that other CA CCs are doing similar work.
