Finish filling `annotation_slim`

Complete the filling of annotation slim to make it generally usable in the H codebase.

• Rows in annotation_slim: 64,382,417

• Rows in annotation: 64,584,404

• Write a query/script that queues all missing rows for synchronization
• Run the script once and again after a while, second time around it should not generate any missing rows.
• Delete the synchronization celery task
