emerald.com annotations don't aggregate across PDF and HTML versions

Steps to reproduce

  1. Visit a document on emerald.com, like: https://www.emerald.com/insight/content/doi/10.1108/ILS-04-2020-0117/full/html
  2. Make some annotations.
  3. Visit the PDF version of the same document, like: https://www.emerald.com/insight/content/doi/10.1108/ILS-04-2020-0117/full/pdf?title=reading-and-connecting-using-social-annotation-in-online-classes

Expected behaviour

Annotations made on one format should appear on the other.

Actual behaviour

Annotations only appear on the format on which they were made.

Additional details

DOIs appear to be used on emerald.com, but possibly not in such a way that they can enable annotations to aggregate across formats.
