Is it possible to annotate pdf hosted in Google Drive from the "Open With" menu?

I did some search, it seems the only solution to annotate pdfs hosted in Google Drive is to download the pdf first and annotate it locally. I wonder if it is possible to open and annotate pdfs with hypothesis from Google Drive pdf reader's "Open With" menu? It would be a much better user experience. Is there any technical difficulty blocking this feature?
