Show banner on Notebook to indicate "Preview" state

Add a little banner to the top of the Notebook alerting users that they're seeing a preview version of the Notebook. Would be helpful for this to link to a KB article about the current state of what's implemented in the Notebook to help users be aware of what to expect and what incompleteness to endure.

This has a dependency on https://github.com/hypothesis/client/issues/3124 (we may potentially reuse part of that styling, or not).
