[Feature]: Full Whitelist Sync with Access Control

🚀 Description

Currently, our access control system does integrate with the vanilla whitelist, but, it only adds and removes players from the list when they are verified/unverified.

Instead, the system should have a 2 way sync. When a player is whitelisted, they should be added to the access control database, and vice versa
