Extend Hyperspec with expectations for regulations, policies and broadcasts

While developing on Hyperstack channels and policies play a central role in data flow from server toward connected clients and the overall application logic. While important from the security point of view, defining channel and policies is an easy place to introduce the worst kind mistakes for a public facing web application. Extending Hyperspec to handle policy definitions will:

1. help better understanding of how policies work
2. faster development of the policy infrastructure
3. an easy way to verify/test the expected operation
4. a quick way to spot how policy changes affect existing policies
