Add readthedocs.org config

This is currently not possible to build with xvfb on readthedocs, because builds.apt_packages is required to install xvfb and build.commands is required to build the doc with xvfb-run but these two are currently not compatible: https://docs.readthedocs.io/en/stable/config-file/v2.html#build-apt-packages
