Flaky integration tests regression after #5380

As per @s8sato, some tests are apparently more flaky after #5380. Specifically:

  • trigger_failure_should_not_cancel_other_triggers_execution
  • pre_commit_trigger_should_be_executed

It seems to me that the explicit height check added in PR #5380 has revealed an underlying issue
