Add/test IPFS WebUI

When I try to get /webui/ on the IPFS container, it redirects me to: /ipfs/bafybeif4zkmu7qdhkpf3pnhwxipylqleof7rl6ojbe7mq3fzogz6m4xk3i/

However, it then doesn't return, and I assume that's because that needs to be published to the IPFS network as part of the CLI initialization ❔
