Add support for spinning up a cardano stack

Add a new cardano command to create development cardano stacks. Usage is documented in https://github.com/hyperledger/firefly/pull/1636.

Note that this PR relies on two new images added to the manifest, so it will only work against the cardano branch of firefly-core.

The Cardano PR in FireFly Core is now merged and we want this next
