BFT Block Puller: optimistic target height selection

Currently the bft synchronizer is probing the height of remote orderers and deciding upon the target height using a heuristic based on cluster size and F.

It is possible to get the last block from each remote orderer, and verify each block, if possible. One can then take the max height of all verified blocks.
