This PR includes rebasing and updates to the BFT chain unit tests

Just in case I was not clear, we are not going to merge this anytime soon. Let's not waste time on rebasing it.

That is correct. We do not plan to merge this one as is, but rather use it as a "blue print" for writing a new chain_test.go that does unit testing for the chain. The plan is to create chain_test.go in steps where we control every step via a PR, rather then trying to merge this big PR. Rebasing it is basically done, it was not too difficult.
