The docs/source/orderer/ordering_service.md doc is missing info about Smart BFT

Expected

The docs/source/orderer/ordering_service.md doc should have info about Smart BFT In addition, one should add Smart BFT metrics to the docs/source/metrics_reference.rst doc.
