keep up with validation refactor changes

Validation/Committer refactor was being worked on prior to 2.0 release and was supposed to pick up steam post release. Would be good to sync up and coordinate for alignment in both directions.

This is related to #250. For the concept release 2.0 we should make it the current validation code working with current Fabric 2.0 release code.

The work on FAB-12221 Validator/Committer refactor must be taken into account when working on the FPC RFC.
