Add details around SmartBFT for fabric and the fact that the legacy 1.4 and 2.2 Fabric SDKs are unlikely to work

Fabric will not update any of the legacy SDKs to work correctly with a BFT orderer. Only the peer gateway api will work correctly. We should document this so it is clear
