test(connector-fabric): fix flaky deploy-cc-from-javascript-source.test

This has been a problem before, but it has resurfaced again.

For now I've set the test to be skipped because the functionality it verifies is covered by other tests just not specifically Javascript contracts (Typescript and Go contracts are doing the same testing)
