Use Terraform to create infrastructure on different providers with a click.

Gateway should have a backup gateway per the crash recovery draft and monitorable (via grafana, etc). Running on infra like Kubernetes for resilience and ease of administration.

Requirements:

1. Terraform definition to create the Kubernetes cluster of all SATP infrastructure (gateway, databases, UI) in different providers
2. Providers must include at least local and Google Cloud (should be easy to extend).
