Setup AWS Cloudwatch exporter

Description

As a AWS Operator I want to export all Kubernetes logs to Cloudwatch so that I can use AWS Cloudwatch for additional monitoring.

Acceptance Criteria

  1. Add AWS Cloudwatch exporter chart
  2. Deploy Cloudwatch exporter from shared playbooks.
  3. Logs enablement must be provided via network.yaml in aws section.
