This adds the Besu charter to Main to gather feedback from the Maintainers. This is a document from Linux Foundation and Hyperledger. Please discuss.

Generally speaking I do not support this charter. It looks like a template forced upon us from HL or LF. I will resign before being forced to join, or to be subject to, another TSC.
