As a developer/user, I want get artifacts from GHCR.

Acceptance Criteria

• Artifacts published to GHCR

Steps to Reproduce (Bug)

1. Check GHCR
2. Are all of these artifacts published there?

Expected behavior: Artifacts on ghcr.io

Actual behavior: No artifacts

Frequency: 100%

Notes: Publication must happen from GitHub Actions, not CircleCI.
