As a developer/user, I want get artifacts from Maven Central so that my configuration is easier.

Acceptance Criteria

• Artifacts published to Maven Central

1. Check Maven Central

Expected behavior: Artifacts on Maven Central

Actual behavior: No artifacts

Frequency: 100%

Notes: Publication must happen from GitHub Actions, not CircleCI.
