Resume snapsync after restart

Implement a mechanism to restart besu and resume the current sync if the head is not too far from the first sync pivot block It could be interesting to restart a complete snapsync if the first attempt was launched too long ago

This would be really valuable for nodes that need to restart more frequently than it takes for snapsync to complete!
