Create acceptance tests for the IBFT2 to QBFT migration

Acceptance Criteria

  • Test showing that IBFT2 network with multiple nodes can be migrated to a QBFT network
  • RPCs continue to work before the migration and after the migration
  • Test that IBFT2 to non-supported network is not allowed
