Remove references to WACI and v3 versions of issue credential and present proof

WACI was a DIDComm v2 concept. It didn’t get any momentum.

Not supported in ACA-Py — never will be. Can be removed from the Test Harness.

Implemented in the test harness in issue-credential-v3 and proof-v3` endpoints.
