Deprecation warnings on GHAction - test harness runner

I noted these deprecation errors on the “test harness runner” that is used to periodically (every 2 days, currently) to run the AATH runsets.

Get Test Harnesses Node.js 12 actions are deprecated. Please update the following actions to use Node.js 16: the-coding-turtle/[email protected].
