Create docs branch, publish Aries Interop site to the docs branch

Per Andrew's request:

• create docs branch
• publish to https://aries-interop.info from the docs branch
• have the GHA action PR to the docs branch

Not going to do this...it is too complicated.

New plan:

• Create a cron job on my local machine and fork to run the generator and email me (and others if they want) the diffs
• Create a PR if needed.
• Once working, eliminate the GHA to create the PR.

Note that there will still be a closed PR per merge -- so lots in the GitHub history. This only saves the notification such that it only goes to me.
