Hardcode fablo config inside init generator

The idea of this issue is to simplify the fablo init generator in src/init/index.ts, the content of fablo-config-hlf2-1org-1chaincode.json should be hardcoded in src/init/index.ts and we no longer need to copy fablo config in Dockerfile
