Add revocation registry rotation

Add the option of rotating revocation registry definition associated with credential definition in order to allow issuing credentials above the limit set by the capacity of the tails file (the max_creds parameter).

In order to make this change compatible with batch revocation (#2165), the map of credential definition id to a vec of revocation registry ids is preserved in the wallet.
