Enable RPM publishing to the new yum-compliant repository and allow for conformance with many rpm packaging and versioning specifications. View more about this proposal here (Sovrin #devops channel) and here (Hyperledger #indy-contributors).

This DOES NOT remove the existing pipeline, and instead runs both in parallel. Deprecating the old pipeline can be done later.
