Remove the deprecated /devops REST endpoints

Description

The /devops REST endpoint has been deprecated and is now superceeded by the /chaincode endpoint. After the next two sprint iterations, I will remove the /devops endpoints. This includes the /devops/deploy, /devops/invoke, and /devops/query endpoints.

This issue is created to track that task. I will take care of it at the required time.
