Migrate "Technical Requirements" from EdX to Markdown

As part of our effort to create a second revision of the LFS171x EdX course, migrate the chapter "Technical Requirements" to a markdown file located at ./LFS171x/docs/technical-requirements.md in the import-edx-content branch.

Should I update dependencies and tooling to the latest versions in the markdown?

I have the Chapter 4 markdown file (as it currently appears in edX.org) in a local branch (issue_47). Will create a PR as soon as my other pending PRs are reviewed/merged.

Don’t want to make a mess with all the PRs... ;-)
