Upstream to main gRPC repo

Motivation

Thank you for the awesome work on this :D Is it possible to upstream this implementation to the main gRPC repo?

Proposal

Last word on this was:

If someone wanted to step up and raise a rust implementation to our quality bar (the bulk of the work will be in getting testing integrated, and interop test suites implemented), I suspect we'd gladly pull the wrapper into the main repository and assume maintenance responsibility.

I suspect it'll take at least a couple of quarters of full time work for someone to get to a place where that integration can truly be called complete.

@arjunyel this seems interesting, I'm not sure what their definition of the "quality bar" is so it may make sense to open an issue in the main grpc repo about this?
