On the pod life cycle compatibility with kubernetes

In k8s:

• [ ] a stopped pod won't be started again
• [ ] we may create a pod with the same name of a stopped pod
• [ ] then we still need an id different with the pod name
• [ ] all the stopped pods and the running pods are listable
