Use errors for loading in hc.c.peer/hydrate-val+

This is vestigial of the hydrate loop running in the browser/node (loading was much more frequent and too expensive). It causes a ton of overhead and bugs in our error widgets. I tried just naively swapping the implementation, but reagent + our loading cmp caused a ton of noise to dump to console.
