Hide Incomplete Time Ranges in Charts

If you create a time-based chart, and the time range of the query doesn't align with the time bucketing, we'll show a datapoint that will appear lower than expected (ex. 0 or some sub-bucket value). We should add a UI option to hide incomplete time ranges to prevent that from happening.
