Provide the option to select different time zones in the Browser GUI

As a user, I want the ability to select different time zones, with the local time zone set as the default. For example: UTC, PDT, PST, CDT, IST, etc.

Thanks @nareshntr. The timezone is local time by default, with the option to switch it to UTC already provided in user preferences.

Additional timezones are something that could be added to the preferences in the future, if local and UTC are not enough. I believe the timezone formatting functionality that would need to be updated lives in useFormatTime, with additional updates to the user preferences also required.
