Allowed hours control/scheduling

Instead of relying on just the computer being idle it would be nice if you could set up schedules over allowed hours for when Hydrus is allowed to do what.

Dev: thanks. yeah, I have been thinking about creating one of those 'allowed hours' controls where you have like 24 boxes you can click white or yellow to set allowed times. I will make a proper job for this. I cannot promise I will do it quickly, but I like the idea. in the meantime, you can 'cheat' on some of these by playing with the 'pause' commands from the main menubar. On my IRL client on my laptop, I have been running with subscriptions paused all the time recently, and then only unpausing it for ten minutes in the evening. this allows me to figure out my subs as they come in, when I control.
