Tag / File domain Filter in Client API

Add the ability to restrict file domains and extend the tag filter to allow blacklisting entire tag services in the client API.

Similar to the file search page where you can choose which file and tag services to filter, it would be nice to limit an API key to only a specific file and tag domain.
