Add a default favorite search for "checking before uploading to PTR"

I don't know if this is possible to ship with the client if the client doesn't have the PTR added yet, but, this kind of search should be shipped as a default favorite, to give a nudge to users/make it more convenient for them to check their tags before uploading them to the PTR.

Perhaps the "add the PTR" option can also add this as a favorite search concurrently? It's your call how you want to do this. I just don't want people in discord to have to keep describing how to do this to people, as people did for me and I have done for others. it'd be easier to just say "open up a new search page, use your favorite search called 'name goes here,' and check all the pending tags to make sure you aren't uploading shit"

Funnily enough, only a few hours after opening this issue, a person in discord asked about exactly how to do this. Right after another person had asked, prompting me to open this issue.
