[Question] "Set this file as better" inconsistency

Bug description and reproduction
Setting file as better in filter results in (by default) moving all tags and urls to better file, archiving file if worse was already archived and trashing worse file. Setting file as better via menu->manage file relationship moves tags and urls (that's ok) but also ~~always~~ sometimes archiving both files (?) and not deleting worse one (???) so it results in one desirable file and one that's a total waste of space (and also untagged and [sometimes] archived so good luck finding it later).
It seems like a bug to me and I don't know what workflow this strange behavior would possibly serve, therefore I'm posting this issue here. I couldn't find nothing in options to change this faster, easier to use and shortcutable context-menu dupfilter alternative to match behavior of an actual dupfilter.

Even if you don't think it's relevant, please fill out the Hydrus version and OS information. Especially the Hydrus version could actually be relevant here.
Updated with more information. In v493 and before files were always getting archived, in v494 I can't replicate this behavior but it's worth noting, everything other issue still stands.
