Can't pin the app's icon to the panel/taskbar (Linux with KDE)

Bug description and reproduction

Can't pin the program's icon to the KDE Plasma panel using the right click menu because the option is disabled for some reason.

If i add Hydrus to the KDE application menu by creating a .desktop file i can pin it to the panel but then when i open Hydrus it doesn't use that icon "slot" but rather opens as if it wasn't pinned in the first place (shows at the end of the list like every unpinned app does).
