Better visual indicator for pending tags

Right now, pending tags show, to the right of the tag name and count, a count of the number of files with that tag pending, in parentheses. Example: creator:picasso (1) (+1). From an accessibility and usability standpoint, this is easy to miss, especially for people with dyslexia or poor vision. It would be nice to have a complimentary visual indicator, in addition to this pending count. Some examples:

• The tag could be highlighted with a configurable accent color, similar to how it looks when the tag is selected (albeit with a different color than the selection color, of course.)
• There could be a configurable colored/patterned border around the tag.
• A conspicuous symbol indicator could be put in-line with the tag, right-justified so that it isn't lost in the text.
• An option to group pending tags all before existing tags. (This doesn't exactly make the border between the two visually distinct, but, it would still help.)

From my perspective, any of these would be fine, but I'm not colorblind. Maybe someone who is colorblind can chime in here and say which solution they think is best.

An option to display pending tags in a separate box than the existing tags might also work, but, I'm not sure how easy that would be to do, nor am I sure whether petitioned tags should also go in that box–and, if they do, they'd still need to be visually distinct from pending tags.

The recent change to the way siblings are presented in the manage tags dialogue has made this a more pressing issue, since the indicator is now in the middle of the line for many tags. This is an accessibility issue even for people with perfectly fine vision and pattern recognition abilities 😅
