Hypack profile exporter now exports to VEL Version 3 format.

I modified the Hypack writer to export to the VEL version 3 format according to the HYPACK User Manual (2022). See the enclosed description from the manual:

I am wondering whether this change can break users on legacy Hypack software. Should we add an option to set which version of the VEL file to use? It could be in the setup or in the dialog at the time of the export.

Good question. I'll see if I can get an answer from HYPACK and post their answer. If it does pose a problem, I'll look into your suggestion, which seems to be the most appropriate.

@giumas I got a confirmation from HYPACK: importing a VEL version 3 file into a older Hypack Version does not pose a problem. The position is simply ignored. Here is a quote from Hypack:

Correct. With the very old versions (I tested with 2013a), the position is simply ignored, but the profile is loaded.

I therefore think that there is no need to have an option to choose the export version. What's your thought on this?
