Fix #2228

Ensure web_time is used whenever possible for WASM compatibility

BREAKING CHANGE: Changes the HandoffMeta trait's API slightly.

The whole handoff traits with HandoffMeta, CanReceive, TryCanReceive are a small mess and ought to be cleaned up in the future.
